Special Meeting


The Board of Selectmen held a Special Meeting at 10:30 AM on Monday, March 11, 2013 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.

The purpose of the meeting was to consider and vote on the recommendation of the Wastewater Management Task Force for Engineering Firms to Perform Study for Community Septic System.  

Guests were Kurt Zemba, Chairman of the Task Force, David Prickett and Jay Sheehan of Woodard and Curran, and Dimitri Tolchinski, WPCA Chair.

Kurt Zemba, Chairman/Facilitator of the WWM Task Force reviewed the process developed for choosing a firm to conduct the Study.  The process was developed by the Task Force and with guidance of the CT DEEP.  RFQ and minimum requirements were developed, along with seven criteria questions to be asked at the time of the interview. There were six respondents to the RFQ, and the Task Force identified four to go through the interview process. Woodard and Curran were selected almost unanimously based on their operational capability and reliability, out of the box thinking, experience with public relations and public presentation, diversity of experience with clients/CT DEEP, flexibility of approach, resources to complete expeditiously, and resources to pursue an RFQ if chosen to continue with planning and execution of the project as recommended through the study.

David Prickett and Jay Sheehan of Woodard and Curran were available for questions and discussion with the Selectmen.  They commented on the good reasons for pursuing an alternative to installing sewers that tie into the New London Wastewater Treatment Facility, one of which is the challenges presented when trying to develop agreements between four communities to get to the facility. They also commented on the positive aspect of keeping the ground water within the confines of the Town of Old Lyme.  

Selectman Sibley commented on the importance of the cost effectiveness of the solution in order to qualify for funding through CT DEEP. There was further discussion about the aggressive timeline and the reasonable ability to meet that timeline. Further discussion about the Scope of Work followed. A SOW would need to be pre-approved by the CT DEEP in order to be eligible for 55% reimbursement from the Clean Water Fund (CWF).  The full cost of the study would need to be approved at a Special Town Meeting prior to proceeding.  Selectwoman Nosal asked if any work that they needed to get done was not eligible for reimbursement. They confirmed that the cost for the CWF application would not be eligible for reimbursement.

The Selectman discussed the need for public presentations about the project prior to a Special Town Meeting, and suggested dates of March 25th and 30th.  Dates would be confirmed at a meeting of the Board of Selectmen. A Special Town Meeting would take place after the hearings.  

After further discussion, a motion was made by Selectman Sibley to approve the recommendation of Woodard and Curran for the study for a community septic system. Selectwoman Nosal seconded the motion. SO VOTED.

Selectwoman Nosal moved to adjourn the special meeting at 12:00 PM.  Selectman Sibley seconded the motion.  SO VOTED.
